If you're using AMD (just like me) drivers probably won't help you BUT there is a tool called RadeonPro. Download, install and run it, add GTA:VC ( Steam SteamApps common Grand Theft Auto Vice City gta-vc.exe) to your game list and force vsync of this app's profile.
